You cant prevent them 100% no, but you can discourage it. Plenty of people feel that 5 minutes on the naughty step hasn't been sufficient to achieve what probation was meant to do.

I agree with Mr Fluffys assertion that CoD should emulate DOTA2's low priority pool system
