Correct me if I'm wrong (and yes it does happen) but this game we are playing cross-platform correct. So, since XBox is better (no, not wrong there) we get the DLC first. So, wouldn't that be a solid reason not to have the DLC in with the rest of the maps until it is pushed to all other platforms?
